The Belfast High Court has begun hearing compensation claims from six individuals affected by a major data breach by the Police Service of Northern Ireland (PSNI) in 2023.

These individuals were selected as a test case based on actions being taken by thousands of officers and staff seeking compensation.

 It is hoped that this outcome will serve as a "guide" for all settlements. 

The PSNI has accepted responsibility for the breach, but cannot currently pay the compensation bill.

The government has rejected a request for £119 million from the Department of Finance at Stormont to address the issue.

 

The data breach occurred when the PSNI accidentally released details of 9,400 of its employees in response to a Freedom of Information Act request.

 These details were published on a website and later obtained by dissident republicans.

 The case is progressing because the PSNI was unable to fund an out-of-court "universal offer" for those affected. 

The High Court is expected to hear evidence for several weeks.

 

'No one-size-fits-all approach'

Introducing the case, a lawyer for the six claimants said: "The seriousness of the breach and the risk to individuals will be readily understood by the court."

Most of the claimants are represented by Edwards Solicitors.

 Speaking before the case hearing, its litigation head, Philip Gordon, said: "These test cases are the next step towards securing compensation for our clients.

 "There won't be a one-size-fits-all approach, and the level of compensation will depend on individual circumstances.

"But these cases will help parties understand what to expect."
