JetBlue said in a statement that the plane landed in Tampa, Florida, where some of the injured were taken to a hospital.
The plane was traveling from Cancun to Newark when the incident occurred.
The pilots told air traffic controllers that at least three passengers were injured and suffered concussions.
The weather in the area was calm, and the pilots told air traffic controllers that the injuries were caused by a flight control issue.
The Airbus A320 was headed to Newark Liberty International Airport and is now grounded pending an investigation by the Federal Aviation Administration and JetBlue.
